84 applications for new medical colleges

The Medical Council of India has received 84 applications across India seeking permission to start medical colleges offering MBBS courses from the coming academic year.

In 2010, there were just 19 applications for starting new colleges. The four-fold increase in the number of applications could be attributed to the rise in demand for MBBS and postgraduate courses in medicine, said MCI board of governors head Dr Shiv Kumar Sarin. Medical education, he said, was fast becoming a popular option.

The council received 3,000 applications for increasing postgraduate seats. ''There is a huge shortage of doctors in the country. For this, existing colleges must also expand. We are in the process of reviewing all the applications that we have received,'' he said.

No medical entrance in Tamil Nadu

CHENNAI: For this year's medical college admission, Tamil Nadu will continue its current practice of preparing the medical merit list based on marks scored in plus two and allot seats in government medical and self-financing colleges according to the rule of reservation, said state health secretary VK Subburaj. Tamil Nadu will not participate in the nationwide Common Entrance Test (CET) conducted by the Medical Council of India. The Supreme Court ruled on Monday that Tamil Nadu can be exempted from the CET that will be conducted across the country.

The Union health ministry has also clearly stated that it does not favour a test this year, said Subburaj. "They are aware of Tamil Nadu's view on this," he added.

Four years ago, Tamil Nadu scrapped the common entrance test for admission to medicine and engineering courses. Now, students are admitted through a single-window counseling. The state presently has 17 government medical colleges and nine self-financing colleges affiliated to the state medical university.

On Dec 21, the MCI notified that a national eligibility-cum-entrance test is mandatory for admission to MBBS courses. It also said that marks obtained in mathematics would also be considered for admission. Only candidates who had scored 50% will be eligible for admissions.

The Union health ministry announced that the notification was issued without its consent and was hence "invalid." The deputy secretary Sube Singh had written to the MCI asking them to withdraw the notification.

Meanwhile, the Madras High Court stayed the notification in January. The MCI had assured that there will not be a common entrance until all states come to a consensus.

Subburaj maintained that the view of the state government has not changed. Since students appear for the public examination there is no need for another entrance test.

Officials fear that urban students will have an edge in such aptitude tests. "The subjects and the portions are the same. The only difference is testing the aptitude," said Subburaj. Most of the students admitted to the professional courses before 2006 were from the city, and they have access to professional coaching centres. "Students in rural areas are denied such opportunities," he said.

Many private colleges have also rallied behind the state government. Administrators of deemed universities argue that the college's right to choose the students would be stymied if the admission is centralized. "Our entrance helps the selection committee admit students who can cope with the syllabus. Common entrance can't do this," said the chancellor of a private university.

Moreover, many colleges managements say that they have already sold application forms for 2011. For instance, DD Medical College has sold more than 12,000 applications this year. "Why will the students pay again for a common entrance test?" asks TD Naidu, college chairman.

MBBS seats in govt colleges

CHENNAI: This academic year, Tamil Nadu is likely to get at least 300 additional seats for MBBS courses in government colleges.

The Directorate of Medical Education has approached the Medical Council of India for 100 additional seats each in the Madras Medical College (MMC) and Stanley Medical College (SMC). It is also planning to apply for permission to start a medical college at Sivaganga. If this happens, the number of seats at the MMC and SMC will go up to 250 each. "The MCI team has already inspected MMC. We are waiting for them to inspect the Stanley Medical College," said medical education director Dr C Vamsadhara. At present, there are 17 government medical colleges offering 1,945 seats in MBBS. "The civil works for the new medical college in Sivaganga is nearing completion. We are hoping to another medical college here," she said.

However, the health department might also lose some seats from the private medical colleges affiliated to the Tamil Nadu Dr MGR Medical University. So far, these colleges had contributed 60% of the seats to the counselling organized by a selection committee every year. In 2010, DD Medical College, Tiruvallur, was permitted by the MCI to start a MBBS courses for 150 students. Since it was registered as a minority's institution, it had to share only 50% of the seats with the state government. But the college did not share any seats through the single window system.

"We were the first to tell the state government that we will not share seats. There is no legal binding on us to do so. Even the Supreme Court has clearly stated that the state government cannot interfere in the admission process as long as the MCI regulations are followed," said college chairman TD Naidu.

State health department officials fear this will set a wrong trend. Apart from DD Medical College, the state has eight other self-financing medical colleges. With this, the number MBBS seats in the single window system went up to 547. Students admitted to these colleges under the government quota pay a higher fee when compared to the government colleges but the fee is normally fixed by a committee. The students admitted by the colleges for the remaining seats pay a higher fee.

"We will be talking to the private colleges independently. We will also come out with a plan that will ensure that all colleges offer seats under the government quota," health secretary VK Subburaj said.

University gets applications for 15 new colleges

CHENNAI: Fifteen organisation have submitted applications to start new colleges while as many as 182 institutions affiliated to the University of Madras have sought permission to start new courses, vice-chancellor G Thiruvasagam said.

Speaking at a seminar organised by the department of management studies on Thursday, the vice-chancellor said, "A few colleges have asked for suspension of some courses while others have asked permission to increase number of seats."

Emphasising the need for colleges to hone their expertise in particular disciplines rather than simply introduce more courses, Thiruvasagam said the university would encourage institutions that focus on individual disciplines. "We are now inviting proposals from organisations to start a college of basic sciences, for instance. The University of Madras will grant affiliation," he said.

Citing the example of the Madras School of Social Work, Thiruvasagam said that the institution had gained recognition because it offered specific training in social work, counselling and psychology.

MBA campus placements on a high

CHENNAI: Business graduates are on a high with campus placements enjoying a peak. With companies recovering from the recession, candidates from management departments across different colleges in the city are looking forward to earning higher salaries than their seniors when they started out.

Sudents from the Department of Management Studies at the University of Madras are confident of 100% placement this year. "This is normally the case. But two years ago, we registered only 80% placement. We have two placement sessions; the first one ends by December and the second goes on from January to March. More companies have approached the campus this year. L&T ECC, Coffee Day-Beverages section and Software Paradigm International, Mysore were a few of the new companies which came this year," said placement coordinator Pushpa Bhagyam.

With companies slated to come in the first week of March as well, representatives from the department said they do not yet have a fix on the highest salary offered this year. "However, the minimum salary has gone up from Rs 2.5 lakh last year to Rs 3.5 lakh this year. The highest salary given out last year was Rs 6.5 lakh. About 15 students of the batch of 84 have also opted for higher studies," she said.

The Loyola Institute of Business Administration (LIBA) authorities said the quantity and the quality of profiles have gone up. "In addition to more companies visiting the campus, the quality of job profiles offered by them has also gone up. For instance, we are increasingly getting marketing profiles and more openings for the financial sector in areas like investment banking," said Jayaram K Iyer, professor of marketing, LIBA.

Attributing the increase in salaries to companies performing better, he said the highest salary on offer went up to Rs 15 lakh this year compared to Rs 11 lakh last year. The average salary had also risen from Rs 7.5 lakh to Rs 8.3 lakh in 2011, Iyer said.

Similar trends have been observed in the placement process of the Department of Management Studies at IIT-Madras where the average salary offered had increased from Rs 8.35 lakh in 2010 to Rs 9.23 lakh in 2011. The highest salary offered also rose from Rs 12 lakh to Rs 14 lakh this year.
